  1. Do you mean that it is not spinning as fast as it should in any of the speed settings? Is it making any noise?

    Let it run for a few minutes, then carefully feel around the metal housing. If it is hot (and be careful it may be really hot), the bearings are shot and the motor needs to be replaced. I have seen this problem on older ceiling fans, often the fan will run slower and slower, and will get hotter and hotter as the bearings fail. Sometimes you can hear a buzzing from the motor as it strains to spin the blades.

    If you mean that it is only spinning on the slow speed in all three settings, the speed switch probably needs to be replaced. A local fan and lighting store should have parts. I have seen fan switches at Lowes and Home Depot as well, but I don't know if they have the ones with the speed settings. I have replaced these switches in the past, and it usually requires a couple of trips to the store and some soldering, so it may be easier for you to replace the fan.
