Cell Theory into a law!?

Why hasn't the cell theory evolved into a law if it is applicable to all living things?

theories are arrangements of laws and concepts to make predictions...

It's too broad a topic to be a law.  A law usually refers to a specific phenomenon under specific conditions.

It's a misconception that a law is higher than a theory.  If anything, it would be the other way around.  Several laws could be incorporated into one theory, with each law describing a specific aspect of the theory.  It's just that the word "theory" has been corrupted by common use - it's used to describe a hunch, often with little to no supporting evidence (the common-use definition of theory isn't even up to the standards of a hypothesis).  

Using the scientific definition, though, a theory is at the top of the ladder.  It's by no means static - it's constantly being revised and refined - but it is the combination of facts, laws, observations, and conclusions from all different angles into one cohesive and internally consistent model of some aspect of reality.
