Cell phone tracking?

does anybody know of any free programs you can download to track the location of somebody's cell? like, a program that you can enter the number, and it uses gps to find the locations of the phone... thanks!

You can use Loopt for this, but it is an opt-in service.  The person with the cell has to want to be tracked.
