The name of the service and cost varies depending on who your cell phone carrier is.

At AT&T, these are called answer tones.  Normally you pay .99 per month to have the feature and then you pay a one time cost of any song (s) you download to use.

You can add the feature to your phone online if you are able to access your account, or call in and they can add it for you.

That would be a Call Tone. You can purchase them from your wireless provider or other third party companies.
