  1. Maybe nutrients/resources?  Cells would be in G0 if they don't wish to continue into the whole DNA replication-mitosis pathway, so they remain in the same state.  I guess if there's not enough resources available to support these processes (as in the case with dehydration or starvation), the cell would not go into the mitosis pathway and remain in G0.
