Can anyone explain the likely effect on workibility if the cement content is increased by 10% and the same water content is used.

  1. The cement's consistency would become thicker. That can be good and back. It will cause the cement to set faster. It also may be easier to mold and form...

  2. Workability will be less.  The unhardened cement will be stiffer because there will be less water per unit volume of cement.  However, excess water in cement will decrease the cured cement's strength, and so should be avoided in most cases.
