If a central bank does not set a target for inflation rate, but annually announces the forecast inflation, is it categorized as inflation targeting?

According to this paper, http://www.princeton.edu/svensson/papers/PalgraveIT.pdf

inflation targeting is characterized by

(a) an announced

numerical inflation target,

(b) an implementation of monetary policy that gives a major

role to an inflation forecast and has been called ‘inflation-forecast targeting’,

(c) and a

high degree of transparency and accountability.

And is inflation-forecast targeting is the same as inflation targeting?

  1. Yes,

    inflation forecasting and announcement is ultimately inflation targetting. The Monetary authority does not give a forecast to see that its forecast is way below or way way above the actual rate. It will take measures to see its monetary policies to be consistent with the projections of inflation rate.  But they do not use the word targeting inflation because they believe that the fiscal policy of the Govt. can be just the opposite of the monetary policy and why should the monetary authority take the blame that it did not succeed in inflation control when the Govt.'s proclivity to spend leads to inflation or Govt.s indifference leads to low economic growth or low inflation rate leading to recesson.
