Certificate Attestation from Madras University?

Question

I am a BE holder from Madras University and would like to attest my degree certificate to process my visa for UAE. I would like to know wheather I can get this done directly from the University or I need to go through the RACs. If this has to be done through RACs, is there any way to speed up the procedures. I have gone through the previous answers, but i was unable to get the answer for my specific question.
