Is a Certificate of Proficiency the same as a High School Diploma?

Well, no.  It depends on what you're talking about.  Are you talking about a subject, and having a certificate of proficiency in that?  Are you talking about a GED?  There are many certificate of proficiencies in many areas...english, law, etc.

Then yes, it is the same.  You must check with colleges and universities before applying to them if they'll accept that as a diploma!
