Certified to Grand Jury over a year and a half ago?

This man has 3 felony charges one says Nolle Prosequi two say Certified to Grand Jury over 18 months ago. I know he was sent to an "educational" program within the corrections department for a year. He got out almost three months ago and his disposition still hasn't changed. Is he eventually going to have to back to court? if so how does this affect the "right to a speedy trial"?

I would tell him to file a motion to dismiss the two charges because of failure to prosecute.  Charge one wasn't prosecuted so he's all set on that one.
