Chameleon plants? will not flower?

my white chameleon plant will only give on or too buds each year it is well fed and appears to be in good health

I assume you mean Camillea plant. It sets next years flowers around now, so it needs plenty of water and a feed. Do not use tap water as it hates lime. If your soil is chalky put it in a pot with lime free compost.
