Champions of Norrath: Does attack speed on bows affect the arrow speed or how fast you pull it back? Frames..?

Question

I've searched all over Google, and I'm pretty good at that sort of thing, but I just can't seem to find the answer to my qeustion...

Do the misty globes in Champions of Norrath, when put onto a bow, affect how fast the arrow travels toward it's target, or how fast you fire the bow? It's going to make a big difference on what I put into my bow, so I'd prefer some knowledgable answers if possible.
