i want to change my surname, how do i do it?

I am English my Husband is English we married in Turkey it is recognised in England so why does the tax office not  recognise that .I have filled in the form off the computer sent them what they needed i phoned them and they still won't pass it on security I don't know what they want to know or how i can prove that it is me .All i want is to be lnown by my married name why is that so difficult.
