  1. To watch any TV/Video you must have a source. A TV set will only display what is delivered to it.

Sources-- Cable TV from the Cable Company.

Satellite TV  from DirecTV or Dish Network

Over-the-Air TV from an antenna (indoor rabbit ears or outdoor roof mounted antenna.

Video - From a DVD player, or VHS player of Digital Video recorder or video games (PS3, X-Box, etc.)

Streaming Video - from your computer.

So ;to answer your question your TV must have some type of add on.

  2. By definition, if you bought a new "TV", it had to have a tuner in it.  Assuming you purchased a new model, one with an ASTC tuner, and you live in an area where you get an local area where an off the air signal (OTA) is available, you should be able to attach a local antenna and receive a signal.  So you may have to purchase an antenna, however that is a one time expense and not recurring.  Keep in mind when you purchase the antenna, the distance between you and the broadcast antenna.  Going digital, will reduce the distance the signal will travel.  You will not get a digital OTA signal if you are 100 miles from the transmitter.  Ask you local antenna salesman for assistance.

  3. If you don't have ANY kind of cable service, you can watch DVDs with a connected player, or game system that plays DVDs.

If you bought it hoping to grab over the air signals, you're screwed for any analog stuff in 2009 anyway.

If anyone airs digital broadcasts, you might be able to get an antenna that might grab something.

(It pays to do homework and research on HT equipment BEFORE you buy.) :)
