Charm bracelets, and clear nail polish.?

I want to buy a charm bracelet, and I live in Canada. I'm planning to buy one from Claire's, because they're cheap and they have nice charms, but I know they rust quickly. I'm willing to put clear nail polish on them to prevent that, but 2 questions.

1. Do you put clear nail polish on before, or after it rusts?

2. Do you know any other stores in Canada where I can buy charm bracelets that aren't expensive, but still good quality?
