The best in the city is at Barbarians.  I believe its on Elm street, just off of Yonge.

Great Chatearbriand for two is really hard to find in TO.  The larger hotels have it.  The smaller places however, even though it is listed on their menu, do not serve a "real" chateaubriand.   Its a shame really, it is a matter of economics for them.  I find that with most Ontario restaurant, it is not what you want, but want they want to sell you.
