Don't think there're many with that age.  If you go for the cheaper ones that are less reputable, you may have trouble claiming insurance when an accident actually happens...

I would try getting a quote from Geico and Progressive. When I was a teen, they offered me the cheapest rates out of all of the insurance companies.  State Farm tends to be a bit more expensive for young drivers.

Make sure you ask about the good student discount if you have a B average or better.  That will definitely help you get a cheaper rate.
