Cheap and safe hotel in paris ??

iam a student travelling to paris in mid august and i wanted to know if any one recommends a good cheap hotel or a bed and breakfest facility which must be safe off course and must have a room safe and must be either in 4th or 5th or 6th or 7th or 8th or 14th or 15th or 16th district and must be clean like no rats in the room
