Cheap flutes?

Question

i wan to get a new flute thats neither too expensive nor too cheap(i've heard that cheap flutes are very very lousy)..anyway, my budget is around S$500..also, any idea where i can get 'essential elements' or any other good beginner flutes book..no ebays please..i live in singapore, so i'm looking for shops that sell student flutes at a low prices..suggestions would be very much appreciated..thnx:)
