Yare, the information that you provided is completely incorrect and totally false like:

Hotel Plaza Paitilla Inn (in Ave. Balboa), close to calle Uruguay and shopping malls

Hotel Riande Continental (in Via España), closer to the city center.

Correct remark:

1. Hotel Plaza Paitilla Inn is located on Via Italy and not Ave. Balboa.

2. The hotel is not close to Calle to Uruaguay by a long shot. It is about 10 minutes by car.

3. Hotel Continental  is off Via España but it is one of the most expensive hotels that I have ever seen in my life.

4. For shopping there are two shopping centers such as Multicentro which is on Ave. Balboa and the other one is called Multi Plaza in which it is located on Via  Israel.  Because both are quit far, I highly recommend that you take a taxi. Going to either one of these two shopping centers will cost you 1.50 USDfor a one way lift.

Near Calle Uruguay I can only think of fancy hotels.

But some recommendations are:

Hotel Plaza Paitilla Inn (in Ave. Balboa), close to calle Uruguay and shopping malls

Hotel Riande Continental (in Via España), closer to the city center.

But you need to know that a taxi ride back to your hotel at night shouldnt be more than $3.

Calle Uruguay in Panama City is an area of upscale bars, clubs, discos and restaurants.  

The hotels closest to it and walking distance are all kind of pricey.  I define pricey as over $200 a night.

Hotel Costa Azul (calle 44 in Bella Vista) is about $25 a night. It is clean, has quiet rooms with A/C and bath with hot water.

They will make you a deal if you take it by the month.

It is the closest cheap hotel that is good enough, but it is still a ten to fifteen minute walk away.  Better to take a Taxi as we are now in the Rainy season. Taxi will cost you a buck and a quarter.

It's just not a cheap hotel zone.  For cheap ones, like the one I mentioned above, look on Via España or Ave. Peru. Hotel Montreal comes up. Close but not around the corner. Also in the same $25-$30 price range.
