  1. Talk to a local lighting hire company - they can probably hire you boom bases or "tank traps" and poles which stand upright in them, plus a pole to go between the two uprights, you can then attach a curtain to that.  Shouldn't be too expensive and it's fairly standard equipment that most hire companies will carry.  It's stable and easy to shift around as it breaks down into smaller pieces.

  2. [audible sigh] okay, this would be a lot easier if you told us what you were going to be using it for, specifically.  What is portable?  Does it just need to come down and go in the corner or will you be trucking it across the U.S.?  Is this a backdrop or a front curtain, does it need to draw back?

Easiest and pretty sturdy:  Take two five gallon buckets, two good size poles (4X4 would work) fill buckets with concrete and put the poles in the middle so they'll stand up and be balanced.  then put hooks at the top on one side of the poles, then take a curtain rod or something you can hang the curtain on and attach hooks or something to attach it temporarily to the poles with, that way you can tear it down.
