Cheap ways to study abroad?

I'm in high school and I really want to spend a semester next school year in France, or another French speaking country. The only problem is that it's SO expensive - the cheapest programs for a semester are still around $7,000 and they don't always include the airfare. I'm friends with two families in France, but it would be asking a lot to stay with them for so long. What can I do? Is there a cheaper way of studying abroad? Do you know of a company that offers big scholarships (not $500 or something like that).
