Cheaper passports?

Im seeing a lot of different passport sites. We are going to Mexico in mid July and we need to get passports. 2 adults, 2 children. How much do they cost? Is there anyway to get a cheaper one? And is there rush delivery....Im assuming we dont have enough time to just do it regular delivery? Also...what is a passport card? Thank you!
