They are dangerous and illegal when unprescribed.  Cosmetic/colored contact lenses are medical devices and require a prescription from a doctor.  They need to be fitted for your eyes, you need to be educated on how to care for them, and your health needs to be monitored while wearing them.  If you buy them without a prescription, they may not fit, may irritate your eyes, may damage your cornea, or may give you an infection.

I am not sure about eye doctors in Milwaukee, but I would ask around for prices for an eye exam and contact lens fitting.  Once you have the contact prescription, you may buy contacts from that optometrist or online sites (but it must be the same kind of lens that the doctor has prescribed).
