Well, I presume the cheaper time in Paris would be the off season, where there is no holiday, and children  back at school,

but apart from that, Paris is always Paris, where you can have anything you are looking for, cheap or not cheap !

I have gone in late fall (November) and rates were discounted.  It seems to get busy in December and then alot of shopkeepers take their vacations in Jan/Feb.  Maybe also March.

fall or winter . in summer it goes very higher ( like airplane costs)

Fall and winter (outside school holidays and professional shows when you not only don't find a single room but the prices are so steep you are glad you cannot find that room because you couldn't afford it), then early spring.
