Question

I've heard of that kind of mutilation is originating from the UK (hence the name). Of course, there is no word to describe this. And they accuse China of using torture...

Although I was wondering...is this a common type of assault ? Is it still widely occuring these days ? Where particularly (only glasgow and London/Chelsea?) ? Is that popular amongst some groups and communities only or could it be emplyed for any assault ? Thanks
