Chelsea boss Andre Villas-Boas respects club policy on transfers

Chelsea manager Andre Villas-Boas has revealed the arrival of http://www.senore.com/Football-soccer/Kevin-De-Bruyne-c20717 in the January transfer window depended solely on “club policy”.
The London side have been linked with the young winger since the summer transfer window and were reportedly on the verge of completing his signing. Villas-Boas revealed over the weekend that the club had ordered him to offer 8 million pounds for the De Bruyne.
It has always been assumed that the manager in charge at http://www.senore.com/Football-soccer/Chelsea-c38786 has full control over the transfers but, according to Villas-Boas, the owner Roman Abramovich is in control when it comes to decision making of which players to bring in during the transfer windows.
Villas-Boas said while speaking to reporters:
“You have to speak to the people from the club about that. It's club policy. It's not within my immediate projects.
He's a player the club has scouted for some time. I'm a manager who respects club policy.”
Examples of this can be seen in the past with the purchases of http://www.senore.com/Football-soccer/Liverpool-c39809 in the last winter transfer window. Villas-Boas made it very clear he had nothing to do with the new arrivals, despite what the popular view was.
As for signing De Bruyne, Villas-Boas felt the 20-year-old was an interesting player and could progress well at Stamford Bridge. The Portuguese manager revealed the player’s arrival had been postponed due to issues with the work permit and valuation by both the clubs.
He said:
“It's an extremely interesting player, but I don't think we'll progress with our interest.
Different issues, from work permit to price valuation. Our project next year is more important than the 'actual project' at the moment.”
Meanwhile, Villas-Boas felt the Blues were being priced out in the winter transfer window. He revealed most of the clubs expected too much money for players and it was not really possible to pay the expected amount since it was not available.
Villas-Boas continued:
“Regarding the forwards, we looked at the options but the problem, in that sense, was that there are clubs asking for a lot of money and there's not a lot of money around, in society or in football clubs.”
