Why? a)Polarity is caused by the presence of ionic bonds that are not quite completely ionic, therefore the charges are not quite full ion charges. b)Polarity is really due to the gain and loss of electrons; therefore, the partial charges are very close to being complete charges c)Polarity is due to the uneven sharing of electrons; the atoms involved do not completely gain or lose electrons which produces a partial charge. d)Polarity is a theoretical concept and the idea of partial charges is used to separate the theoretical from the proven.
