Yes, assuming you are talking about Maryland. I don't know about Va or Pa.

From the Md. Department of Natural Resources website: "A Tidal Sport Fishing License Required for all individuals 16 yrs and older to fish for finfish in the Chesapeake Bay and its tributaries." (see link below)
