When selecting the A/C to the on position the compresser starts but goes off after about 10 secs or so. Then starts back up after a 10 sec rest period. This cycling of the compresser continues for as long as the A/C is on. Also the refridgerant isn't as cold as I would like it to be. Could low freon cause this cycling or is there something else wrong with the compresser unit? Any info would be helpful. Thanks.

Just a note, the rear A/C works great. No issues at all.
