As the Chicago Cubs explore the best possible options with the free agents available in the market, they are also keeping their fingers crossed for the completion of Matt Garza’s rehabilitation after he was pulled out from the line-up due to right elbow injury.
It is in late November that he will be examined to assess whether or not the pitcher has convalesced. "It's a slow healing process and hopefully the scan shows a lot of growth," general manager Hoyer said. "We are optimistic because of how he feels." 
Chicago Cubs had traded their veteran pitchers the past year and brought in the youngsters as they are in a building phase. The 28-year-old starter, Matt Garza, has remained an important part of the Cubs rotation throughout the years.
Much to the consternation of the Cubs, he could not pitch the whole season due to his elbow injury. With his conspicuous absence from the mound, the Cubs did struggle as far as the effective pitchers are concerned in the rotation.
In his 18 games, Garza had 3.91 ERA with 5-7 record with 94.4 P/GS in 103.2 innings.
Jed Hoyer also indicated that the Cubs needed a couple of starters. When will they go for buying is something that is not known as yet. The offseason provides them with an opportunity to look for competent and effective pitchers.
Since the Cubs are in the building phase, every step is being cautiously taken. Calculated approach is due largely to the fact that the decisions now will have great impact on the team in the coming years.
"It's not a problem we're going to fix this offseason," Hoyer said. "We'll do our best and spend our money as wisely this offseason to improve [pitching depth], but organizationally, it's a three-, four-, five-year project."
Major League Baseball's GM's meetings are to be held in Palm Springs. There the Cubs will have discussions with the teams and agents. With a lot at stake, given the performance of the Cubs this year as they had lost over 100 games, they will try to bring in a host of talented players that can lead to building a competitive team.
