Yes, I've heard it but hadn't thought about it for a while.  I think it's not used much now but was a term among designers and architects etc, maybe 1970s or thereabouts, to put down anything that was in 'bad taste' or overdone.  A sort of combination of twee and kitsch, and trying to be 'chic' but not getting there (which may be the derivation).  That was the impression I formed anyway.
