Child restraints & school buses (Illinois)?

Question

Please help me find information on the laws regarding child restraints and school buses for young children (ages 3-4). I enrolled my daughter in preschool this year only to learn the school bus will not have child restraints -- or even seat-belts! The teacher could not even tell me for sure if an aide would be on the bus.

I'm shocked and I'm now considering withdrawing her from the program. I would love to be able to drive her to and from school, but that is not an option. So please.... I have spent the morning looking for information but cannot find what I'm looking for. Can you please help? And post links also please. Thanks!
