Children's playground flooded?

I was in the backyard of some big building, waiting for something or someone -don't remember that part. The backyard was a children's playground but they were no kids there. It was late afternoon and it was gonna be night soon, so maybe that was the reason. Anyway, water started to flood that place. It wasn't immediate so I wasn't scared. It was kind of weird that no one saw it as a threat. At some point I noticed people swimming in it too. I recognised my father, and two very famous politicians from my country. Now that's strange cause I'm not into politics. These two politicians used to be on the same side but had a falling out recently. Anyway they were all swimming in the water happily and casually as if nothing was going on. I was more of an observer to this, not participating to what was going on around me. Ah! Also the water was not clear. Like I said it was late afternoon and getting darker.
