Well, China is a member of UN and APEC. It was inducted into the WTO on 11th December 2001, and it is a participating country in ARF. It seems, that it is a member of all the above organisations..!!

The only place the ambiguity creeps in, is ARF, where in their website, they mention China as a "participant"(See link). Otherwise, it's a member of all the options you have mentioned.

China is a Permanent 5 member of the UNSC.  It is also a member of APEC and WTO.  It is a participant of the ARF.  Unless you are trying to take this as a semantics issue.  It will be the ARF.  However, the ARF does not use "members" but rather "participants".
