Chinese Customs Fees?

Question

I recently Purchased a item from china, the business i bought from now tell me that i have to pay 100% tax to the CIQ China (Customs) to get it out of CIQ and on to me. Shouldn't this be paid by the sender of the item (the business)

This figure sounds astronomical. Usually you have to pay a small fee for the customs, but not that much.....!

100% sounds very extreme.

Are they telling you to pay them the money?

It could be just scamming a foreigner, scamming foreigners happens a lot. I've never had to pay any extra fees on anything posted though I haven't posted much.
