No. The Bible does not say women should dress modestly. Christians should stop misinterpreting and perpetuating things they don't understand. I agree that women should dress age appropriate and within taste (meaning, think about whether you could stand on a corner and attract unwelcomed attention), there is nothing that says it should be "modest". Besides, what is modesty, exactly? Yeah, sounds pretty subjective to me. God is not about that.
