Chrysler Van Makes High Pitched Noise When Gas Gets Low.?

I have a 98 Chrysler Town and Country that makes a high pitched noise when the gas level gets low. The noise is louder outside the car and sounds like it is underneath the van near the front. I was just wondering if anyone could help me out with trying to fix this problem.

It's the fuel pump, isn't it?  What else could it be?  Maybe the fuel regulator is loud when it throttles almost all the way down.  That's the only two possibilities I could think of.

Just put some gas in it.
