Chuck E Cheese neon lights + stamper?

I am looking for what Chuck E Cheese uses when parents come with there kids and you can not leave if your stamp and the kids stamp don't match each others and you can only see it under the neon light as you are leaving....

I believe it is an ultraviolet light. Ultraviolet (black) lights are available at places like Spencers Gifts at many malls. The ink is readily available on eBay. Here is an example of this:
