Roberts rules of order are intended to allow a controlling body to retain control, while allowing for a limited opportunity to offer contrary points of view, and to move in an orderly manner to a conclusion. By orderly manner is meant that we can at least keep in mind what is being proposed and what alternate suggestions are being proposed.

    In a church group, one might hope that the whole group would have come close to a consensus before the meeting under Roberts rules, or alternatively that opposing factions will have met to discuss strategy in advance of the Roberts rules meeting.

    Why? because within a Robert's rules meeting everyone needs to be prepared to get their point across in a direct effective manner.

    Roberts rules are not the best strategy for reaching a consensus. They are an effective way to reach a decision (for better or worse) when it becomes evident that consensus is not going to be reached.

    Roberts rules do not in general allow for a special privilege for clergy, it is assumed that that will be attained by the wisdom of the clergy and the love for same. If the clergy can not control a Roberts meeting on those bases, it is not likely Clergy can control in any other way.

    My father was a Deacon, my Mother a minister, so keeping the community onside was always the goal. But when needed, the Roberts rules meeting.

    I can only comment that I am familiar with Robert's Rules in association with consensus decision making which is a model based on some deliberations of the Quaker order.
