  1. Don't know much but you see single story cinder block buildings all over the world. Their main draw back in construction is their weight.

  2. it being round--you can go higher than normal,,cause it is self supporting,,,you need to lay bout  6 or 7 courses,,installing wire  reinforcement in every other course,,,let these dry over night and lay 6 or 7 more ,,til you get to desired height,,this lets the mortar dry,,to keep the top layer of blocks , from squeezing out the bottom layers of   mortar,,, also  you ll need to use heavy duty blocks,, which is thicker than normal ones,,, brick yards or redi mix concrete plants, usually  have the  8x8x 16 inch   blocks,,and might have some that are made especially for a round building,,also they can give you some helpful hints ,,like how strong the mortar has to be,, etc,,, in Mississippi normal blocks are bout  $1.50 each  heavy duty bout  $4.00 each,---,you welcome---hope this helps

  3. The standard crush strength of block is around 3300 psi, so you'd have to get pretty tall to reach this. If you are using rebar in the block cells, then I assume you are also grouting in these cells at a minimum (otherwise the rebar would not do any good. You should be filling the cells as you go, maybe every 5 courses, and letting that cure out some before continuing. These will provide some extra strength and help keep the blocks from shifting as they get loaded.
