Circle "C"/Club O2?

My little sister is going to turn 15 a couple weeks after the cruise. She has heard that you can move up the Club O2 in situations like her's, but she isnt sure which will be more fun. Which will be better for her?

I am 14, and I went into the Circle C group. It was pretty fun! I dont think that she can go up to the Club 02 without being 15 yet. But I think that she will have fun in Circle C/ I know I did! :)
