  1. I assume your question has to do with levels of 'accessibility' . in theory the highest demand for access to Goods and Services will be greater towards the centre of a city.

    Pedestrian /vehicular traffic both Public and Private will be at high levels in these areas.

    Depending on which particular criteria you want to measure it is possible to apply a simple grading system- 1st Order 2nd Order and so on.

    For eg Londons Oxford St (Red Buses) 1st order 25/30 per mile

              London suburb    St  (Red Buses) 2nd order 10/20 per mile.

    Measuring such information enables you take some of the guesswork out of the impact  of future Planning intentions or transport initiatives for eg The Congestion Charge.
