Citizens ID card?

I have recently sent off for a Citizens ID card, it states that someone with a profession as to sign it ie doctor and so on. I couldnt exactly make an appointment to just ask my doctor to sign it for me so I asked someone in the council to sign it for me, thing is it says no mobile numbers and all he as is a mobile number, do you think it will work or will they just send me it back?

What is a citizens ID card, not the one the government have been trying for 5 years to foist on us? I would say if it is sent to a jobsworth then you will no doubt have the application thrown out.
