City codes? for new 4 by 4s on a porch,?

i had a contracter, put some new posts, on my front porch He only put bracket on the bottom, and one nail on top, is that the code ?,since i live in earth quake country? i thought he would also put them on top ?

He should have , l'd think. l'm ln Florida, we don't shake here, we blow away, but your situtation is similar. lf you have a quake that will fail , and not be up to code here either.Here ld use2/ 18'' straps if it was my house. l just re-enforced our house with over 200 straps. l know.... sounds like over kill..but crushed or blowen away....same result.
