City codes? for new 4 by 4s on a pourch,?

i had a contracter, put some new posts, on my front porch He only put bracket on the bottom, and one nail on top, is that the code ?,since i live in earth quake country? i thought he would also put them on top ?

I do not know you local code but that definately does not meet CBC (California Building Code).
