  1. It is a polar. It has two lone pairs, and the predicted angle decreases from 90 degrees to smaller angle. The two lone pairs have a greater repulsion than the bonding pairs.


  2. Polar because Cl has two lone pairs of electrons pushing the F away, so the F cannot "cancel" each other's pulls
