Classroom Training for New Drivers?

Question

If trying to obtain a driver's license in Houston, is it necessary to attend the classroom training for the written exam to get the permit to learn operating a vehicle?

Can people just study the Driver's Handbook themselves and go for the exam? Which option is better?

Please advise.

Take the class if for no other reason, but for the discount many insurance companies give for additional drivers education.
