Is there a program that I can use to clear up pixelated videos taken from a digital camera?

  2. Nope.

    If the camera is really a still camera that happens to take highly compressed video, that is what the compression does - it discards video information. Then, when you make the window bigger, it does not look good. Like when you take a high compressed still - 50K or so. It looks great in a small window, but when you fill the computer screen, it looks very bad.
