The plan, which builds on Johnson's predecessor Ken Livingstone's aim to cut London's carbon emissions by 60 percent by 2025, is to help the city prevent climate change, prepare for its consequences and recover from its effects

If 'they' are going to spend billions of taxpayers money on preventing the climate change.

Why would 'they' need to 'prepare for its consequences' and 'recover from its effects'.??

Sounds to me like the billions will be wasted as it going to happen anyway.

  2. The government in London should be in the sheep farming business.  They've certainly succeeded in pulling the wool over people's eyes.  I agree with the answer above, it's too bad the city has decided to buy into this nonsense.

  3. The idea of climate change has always struck me as slightly arrogant of the human race, but the governments (local and national) are the most ludicrous and money grubbing.

    Cutting carbon emissions by 60% is frankly impossible and implausible. And if it were to have an effect, which it wouldnt as the world heats and cools exactly when it wants to, the idea that cutting it alone in London is hysterical. It's a pointless waste of our money on commissions, tsars, and focus groups.

    But then again, it isnt there money!

  4. If they removed all cars from london they would reduce co2 emissions by 5%. They will have to eliminate manufacturing, industry and power generation to make up the rest. Its a lot of money to spent based on un-proven theory and proably impossible to acheive - escpecially when environmentalists wont let you build new hydro, dam harbours etc...

    Good luck to em, I am glad I dont live there anymore! All that money to reduce a portion of co2 so small it will have zero effect. Plus warming is beneficial for the world.

    Sea will rise at the same it has for the last 10,000 years and thats there main concern.

  5. You can't prevent climate change, it's caused by the sun and not us!.

    Check the Ice Core Records, they clearly show Co2 levels only rise after global warming and so are not a cause.

    It's natural, it's just the way it is, but the rich pigs in government will carry on using it as another excuse to s***w us!.

  6. To answer the only question you have in there first, "'they' need to 'prepare for its consequences' and 'recover from its effects'" because despite their best efforts, their may be some selfish people around who don't do anything to prevent climate change thus the consequences still happen.

    These are the same selfish people who refuse to do anything to solve the problem until everyone else does it first (on a small scale, this is what causes poor traffic conditions): It is a great example of gaming theory - the ""Prisoners dilemma" - where the best solution is to trust that other people will not be selfish and also work towards the best solution.

    As for the rest of the comments, I really, really would love to seem some justification and/or support for them:

    "Cutting carbon emissions by 60% is frankly impossible" - how incredibly defeatist! It was also once said that it was impossible for man to fly, to reach the moon, to climb Mt. Everest...

    Overtornea, a town in Sweden, became 100% fossil fuel free in 2001

    Kamikatsu, a town in Japan, recycles 100% of everything...

    Studies (below) for the SW of the UK show zero-carbon towns can be developed...

    of course it's possible!

    The point is that if we all pull together, it works...

    If a significant enough minority don't want to be part of the solution, then we all sink!

  7. Politicians who sound "caring" appeal to the people who make decisions based on emotions rather than logic.

    Even if the politician is wrong, even when there are no indications that "global warming" is real, and that there are no "consequences" due to this false assumption the gain is that individual will be giving up personal freedom and their hard earned money in additional taxes.

    And when the ice caps come flowing down the Thames, these taxes will still be in place, and your freedoms forever gone.  Global warming is just a scam to separate you from your hard earned money.

    'they are saying that no matter how much is spent, it will occur anyway.'

    who has said this? the current scientific consensus is that there is at least 1degree of warming already in the pipe, from the co2 we have already emitted, and that does not take into account potential positive feedbacks.

    it is already happening!

    the big difference will be will we get 1 degree, or 4 or 6? will we get 1 metre sea level rise, or 7, or 60?

    come on, you can see it in front of your face. how many times was the thames barrier raised in its first year? how many last year?

  9. Nothing that Britain does on its own is going to make the slightest difference to the effects of global warming. The likely rise in sea levels will mean that London will be largely underwater anyway and there are already plans in place to move the seat of government to Birmingham in this eventuality. My advice to any young person in London, avoid the extra taxes which will have no effect whatsoever and move to Birmingham where the value of your house will skyrocket.
